What is the National Response Framework ?
The National Response Framework is explained in a guide put out by FEMA to how the nation conducts all-hazards incident response. It is built upon flexible, scalable and adaptable coordinating structures to align key roles and responsibilities across the nation, linking all levels of government and private sector businesses and nongovernmental organizations. It is intended to capture specific authorities and best practices for managing mass casualty incidents that range from the serious but purely local, to large-scale terrorist attacks or catastrophic natural disasters. It explains the common discipline and structures that have been exercised and matured at the local, State and national levels over time. It captures key lessons learned from Hurricanes Katrina and Rita, focusing particularly on how the Federal Government is organized to support communities and States in catastrophic incidents.
